Description:	When no agents are logged in, leavewhenempty=yes does not kick you out, and joinempty=no still allows you to enter the queue. ****** ADDITIONAL INFORMATION ****** If I delete the agents from the queues.conf then I can't join the queue. I would expect that logged-out agents would not count as agents. In the configuration attached, i would not expect to be able to join the queue, yet I can, and will wait forever.

In my expirence both these settings have worked for me with static agents.
