Description:	This adds a CLI command to manually reload the XML documentation. This is useful for being able to load modules that use ACO/Sorcery and require documentation to be loaded, without having to restart Asterisk, as currently the XML docs are only loaded on startup. Even for modules that do not enforce documentation, they will still emit a warning, so this allows the docs to be loaded without restarting Asterisk.
