Description:	A configure error occurs on CentOS 6 because the sqlite 3 library package "sqlite-devel" is not being installed.

By: Sean Bright (seanbright) 2017-03-08 17:20:35.085-0600 Yes, this was fixed by [this patch|https://github.com/asterisk/asterisk/commit/504213f542f0674077e1e5e07361eb00210f587e] on 2015-08-19, I'm not sure why it wasn't automatically closed.
