Summary:ASTERISK-20014: Voicemail giving incorrect length and being dropped

Description:Asterisk is regularly dropping voicemails as being too short. The problems are:
1. The voicemail is not the length app_voicemail thinks it is, as can easily be told by looking at the time recording starts and ends.
2. The minsecs value used by app_voicemail is 3. It did used to be 3 on this server, but we since commented out minsecs in voicemail.conf and ran 'voicemail reload', so it should not have any minsecs value.
I will attach a trace of this.

The error is:
[Jun 15 15:41:21] VERBOSE[15299] app_voicemail.c:     -- Recording was 1 seconds long but needs to be at least 3 - abandoning

This is most likely a duplicate of ASTERISK-16981, which was fixed in Asterisk  Please test with a version of Asterisk equal to or greater then
