Description:	Based on the test plan developed in ASTERISK-19987, incorporate the necessary infrastructure in the Asterisk Test Suite to drive tests for chan_jingle2/res_xmpp.  It is expected that this will consist of referencing a 3rd party XMPP library in the Test Suite, and writing libraries that utilize it to drive basic call functionality. Note that this task is not to develop the tests defined in the test plan, but rather to ensure that the infrastructure exists such that those tests can be easily written.
