I'm don't believe this is a bug.  The fact that you're getting back a 484 "Address Incomplete" from your destination means you sent an address that partially matched, but didn't completely match.

Asterisk sent out what you told it to send out - there isn't much we can do if what you sent out wasn't useful to where you sent it.

You have two "To:" headers in the message because you have
MESSAGE_DATA(To)=sip:1503XXXXXXX@sms-proxy-01.helloworld.com
in your dialplan.
