Summary:ASTERISK-18897: [patch] SIP Notify Request without "Voice-Message" in the body is not accepted.

Description:When receiving an unsolicited Notify from the Server that do not contains "Voice-Message" parameter in the body, Asterisk reply by "489 Bad event".
This is an example of a unsolicited Notify sent by the server that I work whit (FreeSwitch, by the way, it's ROCKS!)

It appears as if you did not sign a contributor license agreement, which means the patch cannot be accessed.  Please sign a license agreement and reattach your patch.
