Description:	Security Events Framework was added in 1.8 and support was added for AMI to generate events at that time. This patch attempts to add support in chan_sip to generate security events.

The "refactoring" part of the review in order to try and make this code easier to maintain is taking the longest with the little bits of time that I get.  I think it is for the most part done.  Just need to test it and review it before posting an updated patch for review.
