Description:Revision 1072 of libpri added SERVICE message support for the 'national' switchtype.  The attached patch enables the use of 'pri service' CLI commands on dahdi channels that are configured for the 'national' switchtype.

We have been using this new feature since the end of August 2009 without any issues on a NI2 switch.

The CLI commands work as expected for placing the b-channels in and out of service.

Also, we provided traces at the time of implementation to Dwayne so that he could confirm the service messages were working as expected.
