Description:I compiled with these Compiler Flags (make menuconfig):

DONT_OPTIMIZE
DEBUG_THREADS
LOADABLE_MODULES
MALLOC_DEBUG

but have core show locks and as result issue ASTERISK-1630507

I don't understand what bug you're reporting. When you enable MALLOC_DEBUG you get the 'core show locks' CLI command... you're going to have to elaborate.

Actually, mmichelson corrected me:  DEBUG_THREADS gets you 'core show locks'.

I still don't understand what bug is being filed here.

And why do we have 'DEBUG_CHANNEL_LOCKS'?
I thought DEBUG_CHANNEL_LOCKS enables the debug.

DEBUG_CHANNEL_LOCKS is apparently something that is not useful for much of anything, and has a misleading name. mmichelson is of the opinion it should just be removed. Issue closed.
