This is the text to be added in the /doc directory as (possibly?) a new file called "language-submission-guidelines.txt" either in /doc/ or in /doc/lang.

There may be (?) development required to do unlimited suffix removals from filenames.  See Kevin for details, as this was discussed in an email thread, and I am unclear as to what, if any, programmatic requirements there would be to make this correct.

As new languages are added, they would need to be added to the "make menuselect" systems.

Updated version of inclusion to 1.5, which has a minor edit of adding the "Ticket Number: " line to the printout copy area of the CC license, so Michelle knows what ticket this is associated with.

Document language prompt submission process.

This patch adds a document describing the language prompt submission process,
licensing terms and other issues related to that process. In addition, it
modifies the sound file searching process to support language codes with
any number of suffices (not limited to just "xx" or "xx_YY"), so that prompts
can be named with gender, customer/company, etc. suffices as well.
