Summary:ASTERISK-14327: [patch] appdocs dtd installed to ASTVARLIBDIR instead of ASTDATADIR

Description:If you set ASTDATADIR to a different value than ASTVARLIBDIR, installation will fail, as the appdoc DTD file will try to install to /var/lib/asterisk/documentation, and that directory will not get generated.

That file needs to be installed under the ASTDATADIR.

The DTD should be installed in the same path as the rest of the XML documentation.
