Description:Patch included.

I'm not a QoS/ToS/CoS expert, but I tried to improve readability of this file. I can't vouch for the technical accuracy of my changes, but I'm hopeful they improve rather than detract from the readability of this file.

I'm unfamiliar with TeX, so I don't know how to verify that the presentation (line wraps, etc) are right.

Russell, since you are probably most familiar with Tex, I'm going to assign this issue to you. Hopefully it is a simple addition.
