Description:Using the command line to access the console such as in the command 'asterisk -rx "sip show peers"' now results in a significant (about 1/2 second) delay when exiting the console.

This causes serious delays for scripts that need to access the asterisk command line in a time sensitive manor (such as before call setup).

This appears to have started only since 1.4.20 and newer though I didn't test 1.4.19, it did not happen in 1.4.18.

The Asterisk remote console is not intended for use with scripts.  We recommend that you convert your automated scripts into using the Asterisk Manager Interface, as it is explicitly designed for that purpose.  Please note that there is a sample script called astcli in contrib/scripts that performs this same purpose, and could be used in an automated script as a replacement for 'asterisk -rx'.
