Description:After calling ChanIsAvail from within the dialplan, ${AVAILSTATUS} always returns 0 whether the device is offhook or not.

What sort of device are you trying to get the status of? If this is SIP it will only work once the number is actually dialed and Asterisk is handling it. SIP doesn't give an indication that the phone is "off hook" to the server.

Well, that's new information.  Digium tech support was not aware of this.  They thought it should get the status without dialing.
