Related to bug 10950 and 10951, Patch is against 1.4.2 but patches clean on 1.4.3.

This one in particular is in "standby" as it is waiting to get the main asterisk and (now) dahdi rpm patches done first, though I notice for some reason that I was not getting any of the e-mails about the pings on ASTERISK-10502 and it was closed. I apparently was not getting e-mails on updates to DAHLIN-10 (zaptel/dahdi patch).  I had been waiting for the first official release of dahdi, but as there are open suggestions in the dahdi path issue I will address them now and re-upload the patch for that one first.

Remove RPM package targets from Makefile (and all associated parts).
This has never worked in 1.4, and we decided that it makes no sense to be done here.
There are many distros out there that already have "proper" spec files that can be (re)used.
