Description:As reported in 0010440.  The issue persists in 1.4.11.

Tested using:

Polycom -> asterisk1 -> IAX2 -> asterisk2 -> Conference Bridge
and
Grandstream -> asterisk1 -> IAX2 -> asterisk2 -> Conference Bridge

When Polycom is on hold, MOH sounds good on Grandstream, but when Grandstream is on hold, music is choppy on Polycom.

Reverting to 1.4.9 clears issue.
