Description:Some of Japan's SIP providers don't allow User-Agent field in SIP headers.
So it would be nice if asterisk didn't add User-Agent field
when an empty string is specified for useragent in sip.conf

what does RFC say about presence of "user-agent" field?

According to RFC3261 Table 3 (Summary of header fields, P--Z),
"User-Agent" field is Optional.

This has been fixed in 1.2, 1.4 and trunk in revisions 61476, 61477, and 61478.  If you set it to be empty in sip.conf, the header will not be added.
