If I attempt to Dial out over a FXO zap module which is not plugged into a phone line:
   -- Executing Dial("SIP/666-08139ed0", "zap/G1/12345678") in new stack
   -- Called G1/12345678
   -- Zap/4-1 answered SIP/666-08139ed0
At which point the call is bridged to a silent zap channel.

It is probably best to contact Digium technical support (support at digium.com) for this issue.

my version is 1.4.4 and also fails. after speaking with digium support, is not posible to do that because of the characteristics of tdm4000p. it is unable to recongnize lack of cable or dialtone....
digital cards can do that, but analogic ones cannot.
