Description:when dialing a # as part of the telephone number, some sip phones (e.g. polycom 601) encode the # as %23 as per rfc2396. asterisk does not seem to unencode this back to a # character, so it looks for a dial pattern of %23 and doesn't find one.

Turn on pedantic=yes to enable this functionality. However, our support of UTF8 URI's is very limited.
