Description:Recent upgrade from 1.0.9 to 1.2.5 and am now getting loads of lines like:
Mar 21 12:42:56 DEBUG[1776] acl.c: ##### Testing 10.10.13.174 with 10.10.13.0

Mar 21 12:42:56 DEBUG[1776] acl.c: ##### Testing 10.10.13.154 with 10.10.11.0

for every sip.conf entry.

Why? and what can I do to stop it?

If you're logging DEBUG output, you can expect to have lots of verbose messages that may not mean anything to you.  I would recommend turning DEBUG off for your logs.
