Description:I've added a function to ASTCC which allows you to calculate the cost of a call from the astcc-admin.cgi page.  This patch uses the call cost calculating algorithm found in bug http://bugs.digium.com/view.php?id=4479

I have requested for this to be reopened.  I've included a patch that is just a minor modification in the way calls are calculated instead of reworking it all.

Any explanation for the removal of the update_db function?

I moved the users_update_db into the update_db as a numerous people were getting confused by the fact that they needed to run users_update_db even if they were not using the "friends" capability when upgrading.  This makes it simpler by having only 1 "update database" button.
