Description: Instead of checking for STANDALONE_ZAPATA, fxotune.c just includes both <linux/zaptel.h> and "zaptel.h".

Because <linux/zaptel.h> isn't installed until after the first 'make install', this causes a machine's first build of zaptel to fail.
