Description:If you turn off an SIP device and try to call it, the DIALSTATUS is 'NOANSWER'.  I think 'CONGESTION' or 'CHANUNAVIL' would be more appropriate.

Also, CHANUNAVAIL will only result if there is a valid qualify= line appears in that peer's entry in sip.conf.

If you want that behavior, turn on qualify.
