Imagine a user who upgrades from earlier and keeps the same config. My reading of this patch is that their mysql stuff would, by default, be disabled.  Why not just not use it if the database isn't there?

So basically if dbname isn't specified, what happens currently?  Isn't that the equivalent of having the same functionality?
