How about instead of "foo reload" we have "reload module voicemail.so" for example?

I just added the reload stuff as I described it, so we can lose the voicemail reaload (now you can do "reload app_voicemail.so")...

now we need the externpass cmd .. helpful when using res_config to allow custom scripts to take care of the password.
