You should be able to see from "sip debug" that the Cisco is not responding to the  "OPTIONS" request being sent it.  In the short term you can turn off "qualify=yes" on your ciscos but the main thing is to figure out why the CISCO isn't responding to the OPTIONS.

turning off qualify=yes is in fact a work around.

But with qualify=yes, do the OPTIONS packets (according to sip debug and/or ethereal) seem to be valid looking and going to the right location?

bkw: can you confirm the "qualify=yes" is working with your Cisco 7960 with latest CVS?

This is confusing... I did another CVS pull, didn't see changes to chan_sip.c; and now i cannot reproduce the problem - i put qualify=yes back in sip.conf and the cisco works fine.
