Description:The "outgoinglimit" support has been disabled in chan_sip for a while now and no one has shown any interest in fixing it. This patch removes outgoinglimit and keeps incominglimit until we decide wheather incominglimit can be replaced by groupcount or not.

It's not good to have a documented option that does not work in the source for 1.0.

group count could be moved to api calls then we can use it everywhere.. even places like app_Queue :)

Well, while waiting for a fix - why not disable it in the meantime? It's been in there waiting for quite some time.

No no no no no, we don't just go "it's broken so lets get rid of it."  Otherwise we'd have ditched H.323, SIP and MGCP long ago.

honestly I don't think the channel drivers should be doing this.  The channel drivers should do their job and nothing more.  This is code that needs to be in the core of asterisk so that it can be used in everywhere.
