Description:Attached patch disables addition of character set byte when switch type set to EuroISDN (E1).

At least Cisco's gateway doesn't adds charset byte when translates Display IE from H.323 to PRI. Testing (compliance with different exchanges/PBXes) is required.

Why would we not want to send it, out of curiosity?

I don't have any sort of hardware to test it out, so because transmission of character set code is not regulated by any of ITU-T's standards readed by me. This option must be configurable IMHO...
