Description:Siemens EWSD on EuroISDN E100P responds very slowly to B-channel RESTARTS and successfully are restarted only first 4 channels out of 30. I remember that there was a timeout to set somewhere in the code for how long * should wait to see RESTART_ACK but somehow I'm unable to find it.
Would be nice to have this timeout configurable or bit longer.

Channels (other than the one being restarted) can still be used while the restarts are going on.  I'm not following the problem.  We can't send another restart.

D-channels goes up, then B-channels are restarted and only first 4 B-channels are successfully restarted.
Asterisk sends RESTART message for B channel it wants to restart and then
PBX responds with RESTART_ACK. The question is... how much time PBX has to respond
with RESTART_ACK and how can I make this time longerm, and what happends if PBX doesnt respond in that time ?

Asterisk will simply not use that channel until the restart acknowledge is returned, and will not continue to restart other channels until the one that is "stuck" continues.

According to Q.931, we are permitted to send one additional RESTART and then we can "take it out of service" which is not what you want (see section 5.5.1 of Q.931) at the expiration of T316 which is 120 seconds.  It's not taking 120 seconds to restart the channel is it?  If not there's really nothing we can do above and beyond what we've already done.
