Description:This patch adds a function that copies the permit/deny (ha) linked list from one peer to another.

No, they're separate. This is additional functionality.

Stay tuned. As of now, I can't test it because I can't get basic permit/deny to work. As soon as basic permit/deny works, this one will be tested. The chan_sip2 beta sip channel depends on this to work.

In the chan_sip2 channel I copy peers. I need code to copy permit/deny data from one peer to another. Felt it was better to have it in acl.c for other channels to use (if ever wanted) than to hack it into chan_sip

I copy peers for the new [template-*] configuration scheme.

Use the h.diff and the acl-c.txt files, not the c.diff file, to patch.
