Description:*CLI> help show translation
         !<command>   Executes a given shell command
Usage: show translation
      Displays known codec translators and the cost associated
with each conversion.

I created a stub CLI command, though the handler for the command is still in the console handler.  Additionally, this will now allow you to type 'help !' to see the subshell help exclusively.
